Funding

Financial incentives are a great way to offset the costs of solar and wind installations.  Below are many of the available incentives and rebates by the Federal and State government as well as many utility companies.  For a complete listing per state please visit www.dsireusa.org.

FEDERAL

Residential

Residential Renewable Energy Tax Credit
Unlimited tax credit of 30% of total cost for solar and wind installations.

Commercial

Business Energy Investment Tax Credit
Unlimited tax credit of 30% of total cost for solar and wind installations.

Modified Accelerated Cost-Recovery System (MACRS)
Businesses may recover investments in renewable energy technologies through depreciation deductions over an accelerated 5-year schedule under the federal Modified Accelerated Cost-Recovery System (MACRS). Consult your tax advisor for more information.

USDA Rural Energy for America Program (REAP)
REAP promotes energy efficiency and renewable energy for agricultural producers and rural small businesses through the use of (1) grants and loan guarantees for energy efficiency improvements and renewable energy systems, and (2) grants for energy audits and renewable energy development assistance.

STATE

Minnesota

100% Sales Tax Exemption
In Minnesota, solar and wind energy systems purchased on or after August 1, 2005, are exempt from the state's sales tax.

Wind and Solar-Electric (PV) Systems Exemption
All real and personal property of wind energy systems are exempt from the state's property tax, except for the land on which the wind energy system is located.  Personal property consisting of solar energy systems are exempt from property taxation, but the real property (i.e., the land on which the solar energy generating system is located) is still subject to property tax.

Net Metering
Each utility must compensate customers for their solar system's net excess generation (NEG) at the "average retail utility energy rate," defined as "the total annual class revenue from sales of electricity minus the annual revenue resulting from fixed charges, divided by the annual class kilowatt-hour sales." This rate is basically the same as a utility's retail rate.

MN Utility Incentives

Made in Minnesota Solar Energy Production Incentive
The Minnesota legislature established a solar photovoltaic (PV) incentive program for consumers who install a PV system using solar modules and collectors certified as manufactured in Minnesota.  Only open to customers of Alliant, Ottertail Power, MN Power, and Xcel Energy. 

Made in Minnesota Solar Thermal Rebate
The Minnesota legislature established a solar thermal rebate program for consumers who install a solar thermal system using components certified as manufactured in Minnesota and which are SRCC certified.  Rebates are 25% of installed costs, with a $2,500 maximum for residential systems, $5,000 maximum for multi-family residential systems, and $25,000 for commercial systems.  Only open to customers of Alliant, Ottertail Power, MN Power, and Xcel Energy.

Xcel Energy Solar Rewards Production Incentive
Any Xcel Energy customer that qualifies and installs a solar PV system through the Minnesota Solar*Rewards program will receive an annual performance-based incentive payment of $0.08 (2014 rate) per kWh produced by your system.

Minnesota Power - Solar-Electric (PV) Rebate Program
Minnesota Power offers a rebate of $1,000 per kilowatt (kW) DC for grid-connected solar-electric (PV) systems, with a maximum award of $20,000 per customer or 60% installed costs per customer. This program, which began in 2004, is available to the utility's residential, commercial and industrial customers that receive retail electric service, subject to availability of funding.

Minnesota Power - Solar-Thermal Water Heating Rebate Program
Minnesota Power offers a 25% rebate for qualifying solar thermal water heating systems. The maximum award for single-family customers is $2,000 per customer; $4,000 for 2-3 family unit buildings; $10,000 for buildings with 4 or more family units; and $25,000 for businesses. This program is available to the utility's residential, commercial, and industrial customers that receive retail electric service, subject to availability of funding.

Austin Utilities - Solar Rebate Program
Austin Utilities provides incentives for their residential and commercial customers to install photovoltaic (PV) and solar water heating systems. Qualifying PV systems can earn $1 per watt; eligible solar water heating systems can earn $15 per square foot of collector area. Incentives are awarded on a first-come, first-served basis.

Brainerd Public Utilities - Renewable Incentives Program
Brainerd Public Utilities offers a rebate program for customers that install solar photovoltaic systems. Rebates are $2 per watt, up to $4,000. Systems are limited to 40 kW, in compliance with Minnesota's net metering policy.

Marshall Municipal Utilities - Solar Thermal Water Heater Rebate Program
Marshall Municipal Utilities (MMU) offers residential customers rebates for installing a ENERGY STAR Solar Thermal Water Heater. Rebates are based on the size of the system; MMU offers $20 per square foot of collector area. Rebates are capped at $2,000.

Moorhead Public Service Utility - Renewable Energy Incentive
Moorhead Public Service (MPS) offers rebates for qualifying electricity producing solar or wind renewable energy systems. Wind rebates are not availble to residential customers. Rebates are for up to $1,500 per kilowatt (kW). Systems must meet MPS interconnection standards.

New Ulm Public Utilities - Solar Electric Rebate Program
New Ulm Public Utilities provides solar photovoltaic (PV) rebates for residential, commercial, and industrial customers. Rebates are for $1 per nameplate watt, and customers must sign a net metering and interconnection agreement with the utility. Systems must be new and sized between 0.5 kilowatts (kW) and 40 kW.

Owatanna Public Utilities - Solar Rebate Program
Owatanna Public Utilities provides incentives for their residential and commercial customers to install photovoltaic (PV) and solar water heating systems. Qualifying PV systems can earn $1 per watt; eligible solar water heating systems can earn $15 per square foot of collector area.

Rochester Public Utilities - Solar Rebate Program
Rochester Public Utilities provides incentives for residential and commercial customers to install photovoltaic (PV) and solar water heating systems. Qualifying PV systems can earn $0.50 per watt while eligible solar water heating systems can earn $15 per square foot of collector area
